Later on, and I don't know when, the DIN standard called out a 13mm head for an 8mm bolt. The JIS standard for the same bolt became 12mm sometime in the 70s, I think, and continues today. It's my understanding that the changes have all been done to save steel. It seems like an insignificant thing, but over the course of a few million cars and a few billion bolts, it starts to add up.
