Ground the brown wire with a white stripe. If this makes it work, check the
plug at the base of the column head, or the wires going to and from the column
head, as it's possible for one of them to be chafed. If that's ok, then you
might need to adjust the gap between the column head and the steering wheel. I
hope this helps.
