Yes, speedometer shops have a tool that alters the strength of the magnet in 
the speedo head. They can calibrate it to anything you want. As a practical 
matter, you'll do better if you find a speedo shop that is used to dealing with 
VDO speedometers, as US cars use a different system and shops that only work on 
US cars will go nuts trying to understand what they need to do (at least the 
ones around here have told me that.)

That won't fix the odometer, however. The only way to fix that would be to 
change the gears. Alternative gears were available at one time, but I'll bet 
that they are hard to find today.
