You have to remove that wire in order to get the VR out of the picture; it will confuse the picture and the VR will likely be damaged in the process. If you then reconnect the DF wire, how much voltage do you get at med/high rpm? As you go up in rpm the voltage (as measured at the D+ terminal) should rise to 14-15V and then regulate there.
