POR 15 will eventually fail if painted over rust. Ive tested it and found that it is astoundingly porous... and it just covers the rust allowing it to continue to corrode under there. If the rust layer is thin it can hold out a while but if the rust is thick its critical that you grind as much away as possible and use the prep that they sell. even then it will eventually fail. But if you use oil, it commits you to that. it can be cleaned up but it tough to get it all off. It REALLY protects though!
