Secondly, is there any perforation?

Assuming there isn't, I would treat the area with POR-15. Follow the instructions- there's a whole procedure for this- removing loose rust, degreasing, application of POR-15 metal ready, and finally, applying POR-15.

I would check the rest of the floorpan, especially under the tarboards.

I think it's mostly surface rust at the moment, but the front
battery bracket is fairly messed up.
