[T3] fixing a rusting battery compartment

My '72 square battery compartment is rusting,
it had been flooding during rains, and I didn't take care of it 
properly,
here's a picture:

I think it's mostly surface rust at the moment, but the front
battery bracket is fairly messed up.

How should I best take care of this?
