Weren't they 17 & 19 mm?

The little splined recess is indeed where there was a red plastic insert which 
squished and both sealed and locked. The inserts weren't available separately, 
but only came with the nuts. I suspect you can still buy the complete nuts from 
VW.

Personally, I would use the inside O-rings, flat washers on the outside, late 
nuts with the recess facing outwards, Loctite, and torque to the early torque 
spec.
