I don't suppose these plastic bits are still > around? Weren't they 17 & 19 mm? The little splined recess is indeed where there was a red plastic insert which squished and both sealed and locked. The inserts weren't available separately, but only came with the nuts. I suspect you can still buy the complete nuts from VW.
