I've never seen this problem. I wonder if you have something in your fill line 
which has been deformed. I can fill mine at full blast, no problems.

I really don't think so. The vent is just to prevent pressure differentials in 
use, there's not sufficient conductance to serve well during filling.

It's just a tiny hose upwards from the Tee after the overflow hose comes into 
the trunk.
