IIRC, the reverse happened on these. VW issued a service bulletin, and the repair was to chisel out the existing vents as a panel and rivet on a replacement panel with the vents facing the right way. Indeed, if the vents are pointing the wrong way, they can severely restrict airflow at higher speeds.
