I'm surprised you can get away with an air leak rate that high (are you sure 
it's not 0.3 cc/min?) but either one would certainly explain our observations.

I agree completely that a system that does not leak gasoline can leak air.

I would expect injectors, even new ones, to have higher leak rates than 
components which were supposed to be completely sealed.
