The info I read was that it was important to have enough clearance to the
bulkhead for the pedal to operate the second circuit if the first has failed.
The mechanism relies primarily on resistance being generated in one circuit to
operate the other, but if there's no resistance due to a fluid leak or
something, the pedal goes much further before operating the other circuit.  That
travel must be possible to achieve or the second circuit won't work properly.  I
had the rear circuit fail and the pedal goes almost to the bulkhead before much
happens.  Not a nice feeling.

I assumed that the local manufacture template was an after-thought by VW to
ensure enough pedal movement to allow for the second circuit to still be
operated if the other failed.

The single circuit doesn't really need the extra travel, does it?
