ONE reason to sand a VW Sqbk before repainting is to keep the hood light enough so it won't sag and konk you on the head. Or, AT LEAST sand down the hood. My 71 was re painted before I got it. The springs are at tightest adjustment, but the hood now has to be held up by hand or head when messing in the trunk. To shorten the springs would be a tough "solution". Another solution for HHS (Heavy Hood Syndrome) would be to rig a prop, like other cars have. I wonder if the extra paint on my car is one explanation for not-so-great fuel economy. It gets about 22 mpg on the highways...but I've gotten up to 33 in the past, with past Type 3s even with a canoe on the roof. I used to expect roughly 300 miles per ten gallon tank full. Not anymore. Car runs great. Nothing obvious wrong with performance.
