[T3] Is this my FI problem? Hose routing & oil breather - long waffle!

<x-flowed>This problem has been driving me nuts, but I think I'm on the way to solving it. can the FI experts on here confirm I'm going along the right lines:

Problem: My new FI engine refuses to idle under 1200rpm.

This is a brand new engine, just broken in. I've converted a carbed car to run FI (stock 1972 system- dual vac dizzi). I've been all over the car and done the following:
Set valves up correctly
Set timing correctly. Dizzi also retards and advances the correct amounts
Plugs ok and gapped
Re-done my intake runner gaskets with 2No fibre gaskets - as suggested on here a week ago
Checked the large runner hoses at throttle body - no leaks
New injector seals used
Checked out the throttle switch and set correctly
Checked resistances of temp switches - ok

Turning the idle screw makes no difference (will increase in revs if turned out, but bottoming out the screw will not reduce revs). i thought my throttle butterfly might be leaking air, so I placed a plastic bag over the intake mouth, this made no difference to revs. I've obviously got air leaking in from somewhere. Going back to the obvious, I think the hose connection from the back of the throttle body is wrong (the flat plate part of the throttle body by the firewall - this has a curved pipe from it which goes under the throttle body). I'd run the hose from this to the oil breather - as it should be (I think). However, I'm still running the oil breather from the carbed car, which is just the simple affair with a single plastic cap. Looking at tech books, i understand that the FI model for this year has some kind of check valve/regulator which restricts the air until a certain pressure is reached - also has two plastic caps. I figure that my carbed one is just dumping air from the breather into the throttle body and keeping my revs up. Am I on the right lines? If I pinch off this hose, the engine dies. If I can get hold of the right oil breather, I'll put it on; if not, shall I just cap the throttle body end and 'T' the breather pipe into the aux regulator - air filter line?

Any thoughts welcome
