The US required lap belts (or maybe just 2-point belts?) starting in '64. I suspect that at some point VW simply installed all 3 holes, but we know that the early lower outboard hole was much further forward than the later one.
I thought it was 66 that seat belts were required by law for manufacturers in
the US, and 68 for light trucks. I know my 65 didn't get the lower hole. I
added it when I was in there repairing the rockers / heater channels. But then
my car was a euro spec car, so it may have been built for a different market. I
know my 69 and later cars have 3 point belts. I even added the upper location
when I chopped off the roof of my 71, just to keep it legal. ; )
IIRC, the outboard hole started sometime in 1965 on US spec cars.
Just went out and looked at my '65 T-1. It has factory anchors outboard.
So does the '66 FB.
