For brakes, those look pretty clean. The shoes just look like they also served 
as rears on some other car, perhaps another VW, which is also not too 
surprising.

Why did you take the cylinders off? I think I would have just honed the bores 
in place, cleaned up the parts, and put everything back together. There didn't 
even appear to be any signs of leakage.
