I found that without the washers I couldn't tighten the nuts enough to make everything snug. The HEs were loose and exhaust blew through the gaps. It certainly wouldn't pass an MOT (annual inspection). I went to an exhaust wholesaler and we pored over the catalogues until we found something which was the right OD. I then unwrapped the inside until the ID was correct. They are interleaved foil and card so this is easy to do. I may have stacked them two high - can't remember. And as previously mentioned, I used a very large pair of sliding jaw pliers to get the nuts tight - this tool was quite slim and just fitted the gap. The corresponding adjustable wrench would have been far too fat.
