Your timing light senses the charge flowing along the HV wire.  If you don't
earth that wire, you don't get a complete circuit, so it won't flash.  When you
earth the end (that normally goes into the middle of the cap), it should flash
as the points open each time.

I sounds like you are seeing this, so points, coil and condensor are probably
OK.  If a plug in a plug lead isn't sparking when earthed to the casing, it's a
problem between the distributor cap and the plug - including the carbon brush
and rotor arm.

If it does spark in this way, it should fire in the engine if there's fuel about
and the spark is coming at the right time.  Did you check the fuel delivery?
Look in the carbs - work the throttle once or twice - is fuel being squirted in?
Did you check the cut-off jets have power?
