VW said to install tubes in radial tires. I have heard of tires being
knocked off the rims by hard side impacts, but back then, that was all
you had. Yes, upon rapid deflation, you could "roll a car". 
Ralph Nader wrote a book about Corvair, "Unsafe at any speed". Their
problem was that on hard cornering, the wheel could tuck, and break the
bead, the car would flip. His next "victum" was to be the VW, but they
changed to safety rims, and the suspension to IRS and got him off their
backs.
I think it was about 1966 that everyone started using safety rims.
