The rectangular solid is the banjo fitting. The thru bolt is the banjo bolt. 
The name comes from how they usually look: a round body with a stem, like a 
banjo.  They allow a fluid connection to come in at any angle and be attached 
without twisting the hose.

Note that the bolt and rectangular body come apart.

These washers are fairly common in automotive use, or at least used to be in 
certain cars. Ask the shop where you got the cooler and seals. I'll bet that 
they will have them in assorted sizes. You need 10mm ones.

I wouldn't be surprised if nylon washers would also work.
