That bolt that holds the block should be hollow, with some cross holes
that line up with the hole in the block.
There should be a thin copper washer between the head of the bolt, and
the block, and between the block and the cooler.
If these aren't there, this is the source of your leak. 
You might even be able to make something in a pinch from soft copper
sheet.
