When I get around the R, the needle begins to act erratic, intermittantly bouncing from the key off position back up to R. The only way of knowing I was close to empty is how much gas I get in at fill up, about 10.7 gals, the last time.

10.7 is pretty empty. The most I've taken is 11.1 but I chock that up to gas pump error.

On various Type 3s I've run out of gas at the top of the R or completely below the R line, even on the same car. I don't think it reads consistently accurate when the gauge gets low.

I had a bad habit of running out of gas so now I try to fill up at 1/8 tank or 1/4 tank. On that note, I filled up just above R last night (7.7 gallons) and I think the spray of new gas broke some junk at the bottom free because my Type 34 started bucking and stalled out around the corner from my house. The fuel filter was clogged with some small bits. Luckily it's downhill so I just gave it a push and coasted home.
