This isnt all togeather a bad idea... BUT, you need to make sure you use the silicone RTV caulk, and the acedic acid based type (the one the knocks you on your a$$). The key is having a perfectly CLEAN surface for it attach to, newly painted surfaces should work fine. The downside is, if there is rust under there somewhere, be it under the POR 15 or what, it will eventually come back through... and getting all that off there will be a nightmare.
