You're right, but the CSV still acts more like a choke than anything else.

On a carbed engine the choke does 3 functions: starting richness, warmup 
richness, and idle rpm boost. 

In the FI, those 3 functions are separated. The CSV (as well as some circuitry 
in the brain) covers the starting richness, the warmup richness is covered by 
the temp sensors, and the idle rpm boost is covered by the AAR. Muir just 
disconnected the CSV, but there was another wire from the starter to the brain 
that he COULD have disconnected. I don't know if he did this or not. I don't 
recommend it, however.

Russ likes to disable the CSVs. I leave them working. Both of us seem to do 
fine. If you live in a warm climate there is no down side to removing the CSV 
since it should never kick in anyway.

I should also mention that most 68-9 FI cars never came with a CSV anyway.
