I beleive they were like this until mid-64. I looked it up at one point in the past. Martin's got the original shroud for his '64, and it doesn't have the flaps or the holes either. It's got the *bosses* where the holes for the flaps would be, but the holes were never drilled out. Maybe it's an early car/later car thing? Maybe VW felt the thermostat and flaps weren't needed (for whatever reason) in some markets?
