No, because you have lost the shock absorber effect of the rubber. That
is one of the main reasons it is there. We have a fan diameter almost as
big as the flywheel.
On a T-1, they don't need a dampener, because the fan is mounted on the
back of the generator and the belt acts like a shock absorber.
