I wouldn't call this a common problem, but it happens.

Berg can weld the fan to the hub and rebalance the fan, but it's probably 
cheaper and easier to just replace the fan. It's fairly easy to replace, but 
you need a 1-3/16" socket to undo the crank bolt, and a steering wheel puller 
to pull the fan hub off. Make sure to torque the bolt to the Type 3 spec when 
you are done; the type 1 spec is lower and will let it all come loose again.

You may need to remove a spark plug and stuff a cylinder full of rope to keep 
the crank from turning while you R & R the crank bolt.

I have good used fans available.
