Sounds like an ignition switch problem or a starter problem. If shorting it at 
the solenoid terminals did the trick then I'd suspect the ignition switch.

The solenoid depends on a good connection thru the starter to work. If the 
starter brushes are not making good contact, the solenoid won't work. Sometimes 
the brushes get hung up a bit and tapping on the side of the starter will jog 
them a little, allowing for better contact.
