If 13.4V is all you get at any RPM, then replace the voltage regulator. This should be 14.1-14.4V. Low voltage makes the FI run rich and it will run awful at 13.4V. You won't get much life out of those 87mm cylinders. The wall is too thin and they warp when they warm up.
