You can usually do this just by feel. Just reach under there and feel how much 
of the lower brush is sticking out. Compare this, by feel also, to the upper 
brush.

Not sure. Wire brushing might work, but you have to take the generator apart to 
do this. At that point you might just want to take the armature to an 
automotive electric shop and get the commutator turned....
