<x-flowed>Ship the wheels by themselves 2 per box via Fed Ex (cheapest method) 
generic calculations would be 18 x 18 x 18 at 40 pounds x 2 boxes.
Ship the tires if you really want them bundled together in sets of 2 
with the shrink wrap / plastic strap method via Fed Ex as well and 
you'll be good.
I do this all the time............
