I've seen screwdrivers custom modified to just fit in and hold these jets. You 
can do this yourself on a grinding wheel. Just grind back both sides until you 
have a protrusion in the center and a recessed edge on both sides. The center 
protrusion holds the jet while the edges fit in the slot and turn it. 

The only problem is that you have to have a jet in hand to make the mods to the 
screwdriver, so this is probably a good thing to do while you have the carb 
apart.
