VW called this part a "damper" and I assume that it was supposed to damp out 
pressure pulsations from the pump. Your 69 originally had one of them.

I've taken them apart and they are just an empty box. I don't see how this 
could possibly have any effect at all; the hose, being rubber and flexible, 
should have a greater damping effect, plus this kind of pump really doesn't 
have pulsations.

I often leave them out, because they can rust thru and leak, but if this one 
looks decent feel free to install it if you like. Just make sure it's clean 
inside.
