Uh?  If the idle cut-off jets work with or without power, they've been
inactivated either by unscrewing the needle or by having the tips cut off.

I'm not sure why your choke flap on the left should be fully closed unless the
engine is stone cold, or the power isn't reaching the choke, or the choke is
faulty or unclipped from the spring.

If your choke is on all the time for #3 and #4, you will get a lot of soot in
those cylinders and eventually no firing.

Even if they are not working at idle (very lumpy itick-over I assume?), at
higher RPM the balance pipe(s) usually smooth out the mixture to some extent.

Of course, it could be as simple as getting the plug leads the wrong way round
for 3 and 4, maybe when you have removed the plugs.
