I think you must mean float valve. Yes, that's what I would suspect. My guess is that something in there is misassembled so that the float valves can't close. They are fairly easy to test with the carbs out: Just note that with the carb upside down, the weight of the float should close the valve. You can test this by blowing in the inlet with the carb upside down. This is something you should do at the end of every rebuild. You can also test the valves themselves when you install them by just pushing the valve closed with your finger while blowing in the inlet. This should weed out defective valves.
