For those of you interested in the German registration system: I will scan the original "Kraftfahrzeugbrief" and post it tomorrow so you can see for yourself. The car was "de-registered" by the Germans before I re-registered it with "NATO" plates. I then received new (different looking) registration paperwork showing that it's owned by an American. The DMV folks on the base cut a tip off the lower edge of the book, lined through the front, signed it, and stamped it with a round logo and the date it was done.
