Why not pull the relay, and wire such a switch up to a terribly loud siren inside the car. Placing the switch in such a manner that it would be difficult to accidentally flip it and wiring it such that it would be rendered inoperable when the ignition was keyed on. If this is a T4 transplant, is it still FI? Maybe wire a siren to be tripped by the brakelight switch, that has a kill switch keyed somewhere so such a nuisance doesn't plauge the rightful driver. I think enough alarming [sorry] nuisances would promote the prompt abandonment of a car by the common joy-rider. These days it seems remote activated car alarmes are very commonplace. I imagine there are ones that could trigger an array of relays that serve different purposes than honking your horn or beeping, then it is just a matter of what parts of the electrical system should be disabled [and where]. In a sense, a well concealed, silent and -disabling- system may be more effective than a loud yet 'harmless' one. I'm looking at a move to a larger city in a month or so, so this has sort of been on my mind..
