Is it gold colored? Sounds like one of the big Dale high power resistors. I 
gather there is no marking on it that would indicate its resistance.

If this is the right part, which one did they sell you (which wattage?) The RH-
50 is about 2" long and is good for 50 watts, but I think they expect you to 
bolt it to a panel to help dissipate the excess heat.

Using a resistor will work, but note that in the end this approach consumes 
FOUR TIMES as much electrical power as upgrading to a 12V wiper motor. Since 
this motor is one of the major current consumers in our cars, this is no small 
issue.

If it's just a resistor, then there really isn't much that could go wrong. It 
COULD be bad, or it could be the wrong resistance, or your wiper motor might be 
drawing too much current. 

You SHOULD be able to read it's resistance. If your meter only has an Ohms x 
1000 scale I would expect this resistance to read close to zero. It's probably 
something less than 5 Ohms.
