What are you using to drop the voltage? Resistor, BIG Zener diode, Zener and 
power transistor, sophisticated switcher power converter?.....

When you have the drop installed can you measure 6-7V at the power input to the 
wipers? You should, or there's something wrong with your drop. If the drop is 
just a resistor, then you will see 12-14V there when the wipers aren't running.
