My multimeter resistance scale is in > 1000 of ohms. What are you using to drop the voltage? Resistor, BIG Zener diode, Zener and power transistor, sophisticated switcher power converter?..... When you have the drop installed can you measure 6-7V at the power input to the wipers? You should, or there's something wrong with your drop.
