Do you know which Brain your FI has? The early "A" brain had some trouble 
running too rich and it would sometimes run rough until it warmed up and leaned 
out. I have found that I could "fix" this by just driving 1 block normally down 
the street and then taking my foot off the gas to let engine braking pull air 
thru the engine. This seemed to flush out the excess gas and then when I 
reapplied the gas I'd find that all 4 cylinders were firing.

The CSV only sprays when BOTH of the following conditions are met:

1) The starter is cranking.

2) The engine is at a temperature below the trip point of the temp switch. This 
temp varies by year between 10 and 40F.

It's not likely active this time of year.

One more thing. 

If your voltage regulator is worn out and regulating at too low a voltage, this 
will also make the FI run rich, which will make any other richness problems 
much worse. This is a common problem.

You should measure a voltage of more than 13.5V at the battery with a warmed up 
engine running at medium RPM. If your voltage is lower than this, replace the 
VR with a genuine Bosch 30-019.

This is a common problem with the FI cars.
