It's a standard 12v relay (generic) that effectively shortens the wire length from the ignition to the starter solenoid in case there is higher resistance from old wiring. It helps provide more juice to the solenoid to kick it over. Most people mount it near the starter/solenoid. Bus guys usually have this (long wires, hot location of starter), but could work equally well in any car.
