Starting in 71, VW introduced the feature that the headlights go off when you turn the key OFF. Your 69 would not have had that feature; the headlights would have been powered up all the time, and that power did not pass thru the switch. If you're wiring this from scratch, I'd try to get a relay to do the "heavy lifting" and use the ignition switch just to run the relay coil. If you get a multiple pole relay, you could use different poles, run from different fuses, to operate different loads. I'd just use one pole to drive the usual switched fuses and loads and use a second pole to drive the headlights and their fuses.
