Correct - they're not just to stop 'dieselling'; they stop hydraulic lock
occurring when a Type 3 is parked nose-up a steep hill with a full tank.  This
can lead to severe engine damage if 'bump-' or tow-starting is attempted with
liquid fuel in a cylinder.  I should imagine it would have been common in San
Francisco if they had imported the '64 1500S with twin carbs.  VW were quick to
fit them to '65 cars.
