Yes, about 4 years ago my brother picked one up for me in Germany at a 
VW dealer's parts counter for $1.  It was intended as a catalog to 
assist in placing orders, there is a form that you filled out and sent 
in with the page and ID number (not he P/N!).  The illustrations are the 
same as the official parts book I believe.  Sorry you were mislead.
