I went out and looked at mine today, and found that my 69 Square, and my 71 Square both have these pieces. But my wife's 70 Fastback or my 65 Notch or my son's early Square/Roadster don't have these pieces. So it must be a later Square only part. I did notice the holes in the seat rail, so that must mean VW didn't know what body would be used until further down the assembly line.
