The gas heateer clock does not "indicate" anything, it is a timer. You
set it to a certain time and if everything is hooked up correctly to
the gas-electric heater it will switch the gas-electric heater on for
you.
The heater usually had some time-out to prevent battery draining, on
the 411/412 it will only run for about 110 minutes before shutting
itself off agaain if the engine is not running.
This was a convenience item used to e.g. set the clock so that the
heater heats the car just before you leave for work. A really nice
touch for colder climates, if you don't want to walk out to your car
and simply turn on the engine and heater at the same time to achieve a
similar effect.

I have never seen one of these, I have a heater in my 71 Type 3 and
this is
dated 1970.
Maybe this was a bus or Type 4 Part.
My gas heater has a push pull on off switch, and rotary heat level on
the
same switch.
