I was pretty sure that, at least in the US, the popouts were standard thru the
'70 model year. The flow-thru vent louvers in the D-pillars began in 71 and
that marked the end of the popouts, at least in the US.

I parted out two 71s, one had the slots, but lacked the reinforcing plates
behind them, and one didn't. From this I concluded that the slots were dropped
sometime during the 71 model year. I was very surprised to find that the 72
that I just parted out also had the slots, so I don't know what VW was doing.
None of these cars actually HAD popouts.

The microfilm seems to indicate that M93 was the popouts, and that these were
available up to the end of '70 production. All the 70s I've ever seen, in the
US, had them.
