It's like the one draining the tunnel (not the same part though) - just a closed
end plastic tube with slit that will allow moisture that collects to escape but
keeps the road dust and wet out.
Part is 311 115 541. You might be able to squeeze the end of a heated nylon or
polythene tube to make something similar.
