I don't think this is anything that would "wear out," so first I'd suspect that 
this might vary a bit from VR to VR, or that your meter was out of cal. or that 
there was some other explanation, like there was a chunk of rust, or a seat 
belt clip, leaning against something on the VR that was bypassing this.

Yes, except that I believe this measurement was from the D+ (not the DF) 
terminal on the VR to ground.
