If so, I know what's causing it. > It is possible. The 2 needle valves should be identical. VW used 2 different sizes between the bug and the T-3. One was marked 1.2 and the other was marked 1.5. Also, check the thickness of the sealing washers under the needle valves. There is a specific thickness for them.
